CDPAP is a Medicaid program that allows individuals to select the caregiver of their choice (this can be almost anyone) and pay them for their care. This program provides relief for family members who are already providing care and allows them to be compensated for their effort- at no cost to the person who is receiving the care.

Who can be a CDPAP Caregiver?
Caregivers within the CDPAP program are referred to as Personal Assistants (PA’s).
Who can be a CDPAP PA:
- A person eligible to work in the United States, age 18 or over. Cannot be the legally married spouse of the consumer.
- Parents of adult children age 21 or older may work as the PA. Parents of minor children under age 21 cannot be the PA.
- No PA can be on the Medicaid Exclusion List (this list is people who have been convicted of Medicaid fraud).
- A Designated Representative cannot be a PA as they cannot supervise themselves.
There is no education requirement to be a PA. The consumer, or DR, is responsible for recruiting, hiring, training, supervising, scheduling, verifying shifts, and termination of PAs.
A DR, Designated Representative is an individual who assumes the consumer’s responsibilities for managing consumer’s CDPAP including being the employer of the PA. Consumer’s have a DR by necessity if they are not self-directing or by choice (a self-directing chooses to have a DR). A PA cannot be the DR.
