Community Oriented Recovery and Empowerment (CORE) Services are person-centered, recovery-oriented, mobile behavioral health supports intended to build skills and self-efficacy that promote and facilitate community participation and independence. A recovery model of care emphasizes and supports a person’s potential for recovery by optimizing quality of life and reducing symptoms of mental illness and substance use disorders through empowerment, choice, treatment, educational, employment, housing, and health and well-being goals. Recovery is generally seen in this approach as a personal journey rather than a set outcome, and one that may involve developing hope, a secure base and sense of self, supportive relationships, self-direction, social inclusion, and coping skills
HCBS (Home & Community Based Services) provide in-home support services for adults with mental illness. HCBS are offered through CORE on a tiered basis, depending on individual needs. HCBS can help with daily living and social skills, education and employment goals, peer and family support, and symptom management.

HCBS eligibility is determined through a state eligibility assessment. Some qualifying criteria include:
